Did you know the city of Monmouth Oregon has decided to consider marijuana establishments. This includes any establishment conducting any Marijuana Retail Sales, Cultivation Facilities, Product Manufacturing, Testing Facilities and Drug Paraphernalia Sales.)

From the information available, marijuana zoning has been a topic of discussion since December 2016, when the City's Planning Commission voted to create an ordinance that would support marijuana establishments in Monmouth.

On January 17,2017, a large group of concerned community members, and business owners expressed their concerns on why these types of businesses do not belong in certain proposed zones. The two proposed zones would include highway 99 and the Main Street district.

Both of these locations blend both commercial and residential districts and is within a half mile radius of schools, parks and Western Oregon University.

We are reaching out to our community. We strongly believe that these types of businesses are not what Monmouth truly represents. We feel that the information on this topic has been poorly communicated and Monmouth community member voices need to be heard. We believe that revisions to the current proposed ordinance is needed.

We, the concerned and undersigned (Citizens, Business Owners, Educators, Residents & Property Owners), herby request for immediate action and intervention by our City Leaders (City Council, Planning Commission, City Manager & City Attorney) of the following,

To prohibit the presence or operation of any Retail Marijuana Establishment (i.e. Any establishment conducting any Marijuana Retail Sales, Cultivation Facilities, Product Manufacturing, Testing Facilities and Drug Paraphernalia Sales) within the following Commercial & Residential Districts;

​1. MSD Zone (Main Street District)

​2. CH Zone (Commercial Highway) North of Main Street has a heavily used school ​cross-walk by parents and their children taking kids to Monmouth Elementary. The North ​end of our town is also the more significant entry into our community off ​99W.

​3. All Residential Zones
​(RS - Low Density Residential)
​(RM - Medium Density Residential)
​(RH - High Density Residential)
​(MX - Mixed Density Residential)

​We the people of the community would like to:

Amend Requirements of MCC 18.05.215, to increase distances from the ​proposed 1,000 feet, and increase as follows:

​A. 1,500 feet from any City, County or Federal Parks & Buildings
​​B. 2,000 feet from any Public or Private Schools or Day-Care Facilities
​​C. 750 foot buffer from any existing or future Residential Zones adjacent ​​to any approved Commercial Zones.

​5. NO conditional uses & NO Home Occupation uses allowed;

The following Commercial Zoning Areas Would Be Allowed - All Subject to Requirements of MCC 18.05.21;

1. CH Zone (Commercial Highway) South of Main Street.

2. CRT Zone (Commercial Retail Transitional) Permitted, however with same Requirements of MCC 18.05.125

3. IL Zone (Light Industrial) Permitted, as existing code allows for "wholesale" sales thereof. Retail Sales would be allowed in this zoning.

4. IP Zone (Industrial Park) Permitted, as existing code allows for "wholesale" sales thereof. Retail Sales would be allowed in this zoning.

5. GI Zone (General Industrial) Permitted, as existing code allows for "wholesale" sales thereof. Retail Sales would be allowed in this zoning.
