The National Social Security Fund (NSSF) was established to provide social security benefits to Ugandan workers, and citizens contribute to it during their working years with the expectation of accessing these funds during times of need. However, current regulations restrict access to NSSF savings, leaving many unemployed individuals without a safety net.
The reality on the ground is stark, with high unemployment rates in Uganda, particularly among youth, and limited access to alternative forms of social support. This has contributed to growing poverty and inequality rates, with many unemployed individuals struggling to survive.
According to the Uganda Bureau of Statistics (UBOS), the country's unemployment rate stands at approximately 10% (2022), while the World Bank estimates that around 30% of Ugandans live in poverty (2020). These statistics underscore the urgent need for reform.
The NSSF Act and regulations, UBOS reports, and World Bank and IMF reports on Uganda's economy all provide further evidence of the need for change. By allowing access to NSSF savings, the government can provide critical support to unemployed citizens and help alleviate poverty and inequality.
We, the unemployed Ugandans, have been diligently contributing to the National Social Security Fund (NSSF) during our working years, expecting it to serve as a safety net during times of need. But now, when we need it most, the government's restrictions on accessing our own savings are leaving us high and dry.
We have families to feed, school fees to pay, and medical bills to settle, but no steady income to support them. Without jobs or a safety net, many of us are forced into desperate situations, turning to drinking, gambling, and other harmful coping mechanisms.
We demand that the government allows us to access our NSSF savings to support our families and basic needs during this period of unemployment. It's time for the government to prioritize the welfare of its citizens, not just protect bureaucratic interests.
