The ruling government of the Islamic Republic Of Pakistan has introduced a certain Cyber Crimes Bill which I, and thousands of others consider a ban on freedom of speech to a certain degree. As per the constitution of the Islamic Republic Of Pakistans Article 19 : Freedom of speech, etc.

Every citizen shall have the right to freedom of speech and expression, and there shall be freedom of the press, subject to any reasonable restrictions imposed by law in the interest of the glory of Islam or the integrity, security or defence of Pakistan or any part thereof friendly relations with foreign States, public order, decency or morality, or in relation to contempt of court, [commission of] or incitement to an offence.

Article 19(A) of The Constitution of Pakistan: Right to information

Every citizen shall have the right to have access to information in all matters of public importance subject to regulation and reasonable restrictions imposed by law.

Using article 19(A) of the constitution of Pakistan: Right to information,
i want to know the grounds under which the cyber crimes bill has been introduced. If not provided than the concerned authority would be in violation of the Constitution of Islamic Republic Of Pakistan and subject to trial and punishment if proved guilty.
