The proposed ordinance is to promote the health, safety and welfare of the public and local pet population by reducing the number of unwanted dogs and cats entering the Euclid Animal Shelter and surrounding communities, which will ultimately reduce the burden on the taxpayers who pay much of the cost to care for or euthanize many thousands of animals.
Whereas, concerned citizens request the city of Euclid to adopt aggressive pet overpopulation control measures and be a model city in which other cities in Ohio can emulate.
In addition, the overpopulation of dogs and cats is exacerbated by the reckless breeding of dogs and cats for purpose of making a profit from the sale of these animals during the first year of their lives and implementing regulations relating to the sale of these animals and the regulation of breeders will decrease the number of animals entering the Euclid Animal Shelter as well as other shelters and rescues in adjoining communities.
We, the undersigned, call on the City of Euclid Council to effect responsible change that seeks to be part of the solution to reduce to number of animals entering shelters and rescues, consequently reducing the high rate of euthanasia of healthy animals and ultimately decrease the cost to taxpayers through a ban on the sale of dogs and cats under one year in a retail store.
We respectfully request that the council establish an Animal Advisory Committee to review current animal welfare issues in the city of Euclid and determine if regulations meet the city’s current requirements to reduce pet overpopulation, instil responsible pet ownership and reduce the high rate of euthanasia in shelters.
The city of Euclid has an opportunity to improve the welfare of so animals and to relieve the burden on your shelter as well as surrounding communities. The precedent has been set, the momentum has begun in other cities, and we urge you to do the right thing.
