Application to the RA Prime Minister to suspend this year to annul the statement signed by Azerbaijan and Russia on November 9, 2006. I suggest,
1- To annul this obviously unconstitutional, anti-state and anti-national document by December 1 of this year, which is a real threat to the life of the population of the Republic of Armenia, Artsakh and the vital activity of the state.
2- To stop the transfer of our compatriots from all settlements of Artsakh, to guarantee the inviolability of their lives and property, to stop the dismantling of the Armenian military units in Karvachar and Shushi.
3- To formulate a new agenda of the Armenian-Russian talks, to involve the mediating states of the OSCE Minsk Group, the USA and France, in the negotiation process.
4- The personnel who defeated the diplomatic war should be immediately removed from their posts, replaced by professional diplomats who provide more favorable positions in terms of the national-state interests of the Republic of Armenia.
5- To form an advisory group consisting of highly qualified professionals, which will last for at least one month. December 15, 2012, will study the gaps and pitfalls of this non-Armenian document, will present a professional opinion and assessment, a roadmap of the outline, which will guide the Armenian government based on the state and the overriding national interest of the Armenian people.

APPLICATION:
We, the undersigned, hereby confirm that it is categorically unacceptable for us to end the hostilities in Artsakh in 2020. The statement was adopted by the Republic of Armenia on November 10, 2012, in which, in fact, Armenia, through the mediation of the Russian Federation, made an agreement with Azerbaijan that irrevocably endangered the national-state interests of Armenia, followed by the adoption of an international document. It has deep contradictions with the provisions of the RA Constitution (Articles 116, 118, 205), as well as Article 2 of the RA Law on International Treaties: 1, 5, 10, 18, Article 6, Article 6, Article 12, Article 2. , With the first points of Article 17, Article 17, Article 23. ATTENTION: the statement did not pass the relevant domestic legislative process ․ In fact, this fact should have been enough to reject this document from the beginning. However, in the conditions of a criminal agreement, it was accepted, while a minute ago it had to be declared INVALID. The statement with such content contradicts the vital security interests of the Republic of Armenia and the Artsakh Republic, the implementation of the provisions enshrined in it threatens a new escalation of the conflict with unpredictable consequences.
We require:

In conclusion, we reaffirm that this document does not ensure the military-political interests of the Armenians and the Armenian twin states, does not guarantee the security of the people of Artsakh, the future status of Artsakh is fraught with new threats to military security, economic and demographic. The adoption and implementation of such a capitulation document is a serious threat to the existence of the Republic of Armenia and the Armenian people in this region.
