Ammonium Perchlorate is the oxidiser used in the solid rocket booster's that helped send the man to the moon.
whilst potent as a bomb danger to the community, there are much more readily avaliable materials which are easier to make bombs with. In America the rocket fuel made from Ammonium Perchlorate APCP has been ruled as a low explosive meaning hobbyists are assured future access to the chemical, and legal rights to make the fuel. there are two major ways of making fuel, casting and pressure based methods, casting is much safer.
The Australian government should agree to review the laws covering the chemicals available to hobbyists, possibly introducing a licensing system to assure hobbyists have safe access to chemicals, in particular chemicals such as ammonium perchlorate should be made legal.
