The death penalty is not used enough. The simple fact remains that there are way too many murders a year.
I believe the murder rate can and will be lowered if the Death Penalty was a real threat for these criminals.

The current death penalty system is not working. There are 667 inmates on California's death row. Four hundred eight of them have been there for more than a decade, 199 for more than 20 years and 30 for more than 25 years.
We, the undersigned, call on the governing bodies of the the California State Senate and Legislature to reform the current policy regarding the executions of Death Row inmates.
We ask that the California Supreme Court allow the lower District Courts to hear a majority of the appeals of death row inmates, in order to decrease the population and cost that these individuals cause our state.
The current backlog has caused the state of California to have twice the national average population of Death Row inmates. Currently the Supreme Court of California spends 20 to 25 percent of it's time hearing these appeals.
With the assistance of the lower courts the current backlog would be reduced, and the higher court could spend its time hearing more important cases.
