Albania Dogs - HELP

There are two dogs in Albania, in the center of capital Tirana, kept in chain. These lost souls live like this, every single day, under the sun and the rain, even in the coldest and hottest days. The owner feeds them only with bread and bones. The black dog, the pit bull, has fungal skin problems, and he has never been cured. The white dog is still a puppy. Neither of them is vaccinated, spayed nor treated for parasites. The same person has had other pedigree dogs which have been diasapper. Help us save them.
