In light of the increasing dangers our children face getting an education in this nation today, implementing this Children's Defense Program in our public school system is reasonable, rational and practical. This petition is intended to advise our elected school board officials of the need for this program to ensure the safety of all faculty members and children of the AISD. This program shall be designed to utilize volunteers who are employees of the Amarillo Independent School District. All volunteers shall be approved by the District's Board of Trustees. Volunteers will be provided with the proper training, certifications and weapons necessary to protect children and staff in the event of a life threatening emergency. A crisis involving an active shooter could be handled in a matter of seconds not minutes.
We, the undersigned, call on the Amarillo Independent School District Board of Trustees and Superintendent, to implement this Children's Defense Program in the Amarillo Public Schools in order to protect our children in the event of a life threatening situation. This program will follow a similar structure as implemented by the Highland Park ISD in 2016.
1. This program is open to AISD employees on a voluntary basis.
2. This program will accept Board approved volunteer school staff members and provide them with the state required education and testing to obtain their License to Carry as issued by the Texas Department of Public Safety.
3. Participants will take intensive shooter training, obtain training in crisis intervention and management of hostage situations.
4. Volunteers in this program shall remain anonymous and the number of participants shall not be disclosed. This is to ensure that any assailant will not be able to predetermine who or how many defenders there are.
5. Each school will implement a class room bio-metric gun vault system accessible only by fingerprint identification.
6. Signs shall be hung by all entrances to provide proper notice that the AISD Board of Trustees has implemented policies that allow certain employees to carry concealed weapons on school property for the protection of students and staff.
7. Doors shall be properly secured and locked during school hours. 3rd parties that enter any AISD school shall be required to identify themselves at a single point of entry utilizing an intercom and camera system. Once a 3rd party gains entry to this secure area, they are then required to sign in and provide identification if asked.
To guarantee a child's safety and security will solidify their trust. Our children should not live in fear but rather in assurance. We urge the District Board of Trustees and the Superintendent of the AISD to help us implement this Children's Defense Program with the attentiveness and care every child deserves.
