The Second-Hand Goods Bill 2009 will cost South Australian businesses around $600 per year for license fees and may increase staff costs.
The Second-Hand Dealers will have to hold prescribed items for 14 days, take and store photographs of every item and provide the details of them to Police. A supervisor and license holder must apply to the Commissioner of Police to gain registration and they can be refused on the basis of the reputation, honesty and integrity of people whom the person associates or has associated. Compliance with the Second-Hand Dealers Bill will be an unnecessary burden on businesses.
