In 2006 the POA Board initiated a Lake Restoration Study. A total of 82 lakes were identified as needing restorative work at a cost of millions of dollars to the POA.

POA RATES MAY INCREASE AGAIN!! Homeowner rates were raised in 2008, but this increase will not cover restoration of 82 lakes. A POA resident and owner of Solid Rock Engineering is solely determining work requirements of this multi-million dollar, multi-year project without oversight or accountability of other qualified engineers. No action by the St. Johns River Water Management District (SJRWMD) initiated the lake restoration project; it is Board-driven, possibly based on misguided information from Solid Rock Engineering. Homeowners have a right to expect fiscal accountability and qualified impartial oversight of every project that is funded with their POA fees.

COST OVERRUNS FROM THE BEGINNING! The first phase started in The Greens with lakes #3 and #8. Seven months later, it was still not complete. It will easily exceed the projected cost of $625,000. Eighty more lakes are slated for restoration. These excess costs hurt every homeowner.

POOR QUALITY OF WORK! Work done on lakes #3 and #8 exceeded the permitted requirements of the SJRWMD. Furthermore, excavation released clay into both lakes, degrading water quality, destroying aquatic life, and diminishing their functionality and beauty. Poor work has a direct impact on everyone’s property values.

BUREAUCRACY INSTEAD OF ANSWERS! Residents have raised concerns addressed to the Board, May Management, and Solid Rock Engineering. For months these requests have gone relatively unanswered.

The POA board has not, as of the July 2008 meeting released crucial project details such as scope, rationale, projected costs and timeframe for completion, despite the fact that the project has already been undertaken, and mistakes, overruns, and substantive expenditures made. The undersigned homeowners think that it deserves independent scrutiny from qualified persons.

Petition: We the undersigned homeowners in Julington Creek Plantation request that the POA Board do the following:

1. Establish an Engineering Review Committee (ERC) comprised of volunteer engineers and other qualified JCP residents to review future work and provide meaningful direction to the POA Board regarding the Lake Restoration Project. Twelve engineers have already volunteered to serve on the ERC.

2. Immediately suspend the Lake Restoration Project work until details are reviewed by the ERC.

3. Form a Lake Ecosystem Enhancement Project (LEEP) Committee to provide future direction for the management of the Surface Water Management Systems within the JCP POA, with the goals of providing an effective water management system and a beautiful sustainable ecosystem that will enhance property values.

4. Direct Mr. Richard Curran-Kelley and all other May Management employees to no longer provide input on the Lake Restoration Project. Mr. Curran-Kelley does not represent the homeowners and does not live in the JCP POA. It is inappropriate for him or any person acting in the capacity of a May Management employee to provide input to this POA issue.
