This leaves people and organisations quite unable to do anything about it, and likewise inable to make any changes to their property.
I believe that the government are under a moral obligation to break this deadlock by making sensible grants available to private individuals, small businesses and churches or charities, otherwise this hidden killer will remain in buildings for many many years.
