There are ample laws to deal with these people.

The vast majority of dog walkers are responsible, caring owners and respect these areas. Dogs need their freedom off the leash. The Council are wasting our money on this bureaucracy.

(Probably 95% of the people I meet every day have a dog with them!) Is the council aware of the consequences of taking away those areas for dog walking or restricting them? Un-socialized dogs, people having to travel further to find a dog-walking place (environmental and traffic issues) etc. etc. I'm sure there are other (more creative) solutions to possible dog-related problems!
