Age restrictions are put in place for the mental maturity of the player.

If anything computer games offer a free expression and release for any of the violent impulses they may be argued to encourage, thus nullifying any desire they may be thought to create. Other forms of entertainment, such as film, project images of violence in a passive fashion which gives no such release and creates a higher probability of damage to an unstable mind.
