Giving an "emergency exception" completely defeats the purpose behind the process. Once the horse is out of the barn, it's not reasonable to assume that the OVPC (or anyone else) should be able to put it back in. However, the valley we residents live in and love is slowly being transformed in to a commercial endevour and one of the main reasons to live or visit here, the native flora and fauna is going away. I believe it reinforces why people come to the mountains, however it's not in the public interest to fly over homes, a school and so on.
