Mixed use areas that include leash free greens and paths that support use by a variety pedestrians (those with prams, walkers and other aids) and those on bikes (with or without trainer wheels) sounds fine in theory .

As a long time resident, my direct experience in local parks and foot paths has been that pedestrians (with or without dogs) are mowed down by bike riders. Another another bike path introduced to one of the last remaining leash free areas is a retrograde move and it will be regrettable if the volunteer service that supports training pets dogs, which I can attest is a valuable service, is compromised.

Lastly, the lack of dialogue about the works program with residents, whatever its basis, is unacceptable ,

It's all well and good to build a concrete bike track in the long standing "Off Leash" dog walking area, but instead of working with the ratepayers who are already upset and assist in helping to keep a consistent walk area.
These fools have fenced in three sides of the big area and in doing so, send two fences into the bush area and stop the walkers from completing their normal walk, plus to rub salt into an open wound, they actually redirect them through the area already signaled as "Beware of Snakes", very clever people we are wasting ratepayers money on.

The area is a unique off leash dog park and council should not diminish it or compromise it. The bicycle track appears to be nothing more than a concrete path in the middle of nowhere. Access is limited to those willing to trek 2km from the carparks, downhill and then return. I suspect carers with small children will avoid this and older kids will find the bike path too boring. It looks like the bike path is going to be under utilised and a waste of money. That money would be better used to imrove the bush walking tracks and drainage in the area.
