Maybe "saftey zones" like nearby buildings but farther away than a few feet from the school. There are lots of crazy people out there. You never know if one of them might call in a bomb scare just to get everyone outside... and easy targets. The policies should be current and looked at as times change. Unfortunately times have definitely changed.
