The government doesn't have the right to decide when a person becomes sober-and there shouldn't be a time limit on it. Along with a mass return to addiction, there will be a huge increase in costs for treatment, homelesness, and emergency medical care. All this will cost much more in tax dollars than methadone treatment ever did.
