• the Precinct has historic and social significance for the people of Ryde as confirmed by the NSW Heritage Office
• the Civic Centre buildings have significance as a memorial to commemorate all people who served in war and despite the demolition of the cenotaph it retains that significance
• Ryde Council has not prepared a heritage assessment of the Civic Centre contrary to best practise
• The Civic Centre building is also likely to have technical significance as a multi-storey timber framed brick veneer building purpose designed and built for use as a local government Civic Centre
• The Precinct has other historic elements that reflect the development of the area, including the Tramway marker and Hatton’s Cottage
• All of the Precinct land should be retained to meet the future needs of the community for a range of civic, community and cultural facilities to meet the needs of the population of the immediate area and the wider local government area
• Recent rapid development in the vicinity included significant residential development which has created a demand for schools, community and cultural ame
