Balancing electricity, water, taxes, food, insurance and transportation with a minimum wage job is virtually impossible nowadays for a person living alone even far from the city. For the thousands of families living in the Toronto area on minimum wage, this equates to a very poor quality of life, which can be somewhat relieved with a higher minimum wage. Yes, $10 is better, but still not sufficient.
