      <description><![CDATA[Mr. Smith<p>I find it strange that the Council continue to treat the people they represent with such contempt when you consider that they are reliant on those same people in order to reach the stringent targets, and avoid the large fines imposed should they fail, with regard to re-cycling etc.<br />
I feel the Council would be well advised to not continue dictating in this manner, regardless of public opinion, as they could drive the people to take radical measures to make their point.</p>]]></description>

<p>We are all aware that the Council are unwilling or unable to use the legislation already in place to fine irresponsible owners, therefore they just get away with it.<br />
If the responsible owners are to be penalized even though they clear up this can only cause resentment and if that causes a percentage of them to not bother to clear up, as in effect they are &quot;doing the time without doing the crime&quot;, this problem is only going to get worse not better due to these rules</p>]]></description>
