This could displace homeowners by staking their homes as business places, as well as mandating the way one uses & lives in ones home. It would force these people out of residential neighborhoods & into commercial zoning (which in turn may be zoned against residential habitation).

I can't afford to drive to go get him and now his breeder can't send him to me without becoming USDA compliant. She has lost a sale to a great home and I have lost the opportunity to have a puppy from the ideal pedigree for my needs.
I don't want a puppy raised in a sterile kennel environment. They don't make good pets or performance dogs. For some breeds that is seriously detrimental to the development of young puppies. Puppies need a home environment to gain experience and be social.

Cats and dogs will suffer, the buying public that wants a cat or dog with a healthy pedigree will pay more and not get a well-socialized animal, and the paying taxpayers will be throwing money away on a wasteful frivilous project.
