But, that is how it should be, you wouldn't want some Joe Schmo to walk into your guild hall and start redecorating for no reason. So, if you're truly concerned with having every member customize then here is what I suggest:
1. The guild hall itself should only be customized by officers and leaders (Make it a guild permission)
2. For everyone else, give them a room like an apartment that they can decorate to their hearts content. (Obviously for guilds of 100+ members that many rooms cannot be rendered so, just place a door at the end of a hallway that you can click on and through some menu choose whos room you want to go to.)
3. You can even put in some cool perks for members like you get a bigger room based on your rank in the guild.
