The NC General Assembly passed unprecedented Expungement bill and Gov. Perdue signed into law. This bill does provide for full expungement of record for those who qualify. HB 1023 is not a perfect bill and does not cover all the felons I would like to be covered but its a start. We are moving the conversation from people living under a curse for the rest of their lives to people deserving a 2nd chance. We need the community, media, and ex-felons to keep the pressure on the legislature to keep moving these type bills forward.

SUMMARY: House Bill 1023 would allow expunctions of nonviolent felonies or nonviolent misdemeanors after 15 years for persons who have had no other convictions for felonies or misdemeanors other than traffic violations.
