These are blighting the lives of many respectable, law abiding individuals who are often tricked or coerced into signing them by officers for petty offences that teachers would not even punish children for at school or for events that they are not at fault for.

How can you be punished forever without a trial? In many occasions people have accepted a caution for various reasons. There is often lack of evidence but the police tends to make it believe that they have strong reasons to procecute you. This system reminds me of medieval times where petty offences was dealt harshly.
