      <description><![CDATA[mr mike foreman, blaenau ffestiniog, gwynedd, United Kingdom<p>i am supporting vulnerable adult with autism who has just agreed to a 99 year conditional caution in regard to an offence where it is arguable she lacked capacity to control her behaviour ... classic autism meltdown ... she is now distraught over the 99 year rule and is suffering suicidal ideation ... in fact there may have been a miscarriage of justice but in any event the 99 year rule is certainly draconian when the guidlines are clear and if followed correctly by the justice agencies the rule is self-evidently unnecessary and thereby unjust ...</p>]]></description>

These are blighting the lives of many respectable, law abiding individuals who are often tricked or coerced into signing them by officers for petty offences that teachers would not even punish children for at school or for events that they are not at fault for.</p>]]></description>

      <description><![CDATA[Ms Julia Mathiews, Maida Vale, London, United Kingdom<p>I agree that Caution should not stay on people&#039;s files forever. How can you be punished forever without a trial? In many occasions people have accepted a caution for various reasons. There is often lack of evidence but the police tends to make it believe that they have strong reasons to procecute you. This system reminds me of medieval times where petty offences was dealt harshly.</p>]]></description>
