because of the porpane cannons in the 300 acre vineyard across the road from our house. I want to join an effective effort to completely ban the cannon or greatly restrict its use. The lazy farmers who own the vineyard but do not live nearby have given over there efforts to control birds to cannons almost entirely this year. What can we do?

We live in a peaceful area, that was until last summer when our neighbors started using cannons for their blueberries. I have a dog that gets very anxious from the cannons. They start them at 7am and go until 8pm or later. I give horseback riding lessons and this can also be very disruptive to some young horses. We have filed many complaints as have some of our neighbors but it doesn't seem to help.
