* formation of a government of national unity - Nawaz Sharif retaining the premiership; but ONLY those parties that denounce all terrorist groups including TTP;
* Zarb-e-Azb expanded to the entire country - with Army coordinating the entire effort;
* diversion of maximum resources to fight terrorism;
* lift moratorium, and execute all death convicts immediately;
* speedy trial of captured terrorist in special military courts, with one right of appeal before a specially constituted military tribunal;
* police force restructuring - mandatory to have 50% as retired armed forces personnel;
* madrasah reforms - admissions restricted to the districts of domicile, number of madrasahs limited on the basis of size of cities/town, to work under a regulatory authority;
* total denial of media space to terrorist as well as their supporters;
* all mosques placed under provincial Aukaf departments, with preachers transferred every two years.
* strict accountability of all involved in formulating and executing the action plan.
