They actually solve no problem, since people exiting local roads have to wait as long as they were waiting before signs were installed. Probable reason - they are cheap compared to traffic lights, but if you factor in cost of fuel, break pads and car maintenance its ends more expensive

It slows down the Kirby traffic considerably and makes it look like a residential road, which is not the case. I would support removing the stop signs on Kirby Rd.

And also they will add more dangerous factors into this busy road(In rush hour),i.e, when people from local traffic enter into Kirby from Foot Hills Rd will think they can just enter Kirby after stop and ignore traffic from Kirby, while people in Kirby might not see stop sign and the speed is high because coming from downhill. Then more accidents could happen. Also more pollutions will be generated in this area.
