In October 2017 City of Tshwane rolled out a "new" Waste Management fee for Tshwane residents to the amount of R144,83 per month. Backdated for 4 months from 1 Juy 2017.

Point of concern:
1) The DA controlled City of Tshwane just rolled out a "new" fee without engaging with the people of Tshwane. There is no transparency with regards to the "new" fees they create. In other words - How do you justify this new fee of R144,83 for each household in Tshwane for "domestic city cleaning". (This is not the normal rubble bin removal)
Question: Is this not unethical?

2) The DA controlled City of Tshwane is supposed to SERVE the people - not create "new" fees on statements with an element of surprise.
Statement: Good leadership will serve and communicate to the people - not misrepresent.

3) The DA controlled City of Tshwane rolls out this new "waste management" fee backdated for 4 months from 1 Juy 2017.
Question: Why the lack of transparency on these fees and reasons to justify back payments for 4 months.

4) The DA controlled City of Tshwane did not do a proper research on areas within Tshwane. For example the area Hennopsrivier/Gerhardsville are 30km outside Centurion are RURAL areas - thus we need to PAY OUR OWN contractors to remove the tons and tons of rubble next to the R511. City of Tshwane never did any "domestic City Cleaning" in our area. In fact we never seen a branded car "City of Tshwane" moving through our area and City of Tshwane DO NOT PROVIDE ANY SERVICE for us in our community.
Question: How can you charge our community anything if you can not provide a service for us?

5) The DA controlled City of Tshwane advertise themselves as "Excellence" and "Better Services" - You can not bill the people of Tshwane if there is no evidence of service delivery or "domestic city cleaning" in their environment. Misrepresentation means "The action or offence of giving a false or misleading account of the nature of something." Fraud means "A person or thing intended to deceive others, typically by unjustifiably claiming or being credited with accomplishments or qualities.

We, the people of Tshwane and the people of Hennopsrivier/Gerhardsville area, call on the DA mayor of Tshwane - Solly Msimanga to:

1) Review the new "waste management" fee and then apply ethical standards with wisdom.
2) Serve the people and listen to them.
3) Be transparent with open and honest communication.
4) Visit Hennopsrivier/Gerhardsville area and do some inspection on the work done by your municipality to justify "domestic city cleaning" that is being charged for last 4 months.
5) Provide us with proof of services delivered from 1 July 2017 - "domestic city cleaning" in our area. Commercial bills are required to provide proof of delivery.
Should you fail to provide us with proof within 30 days (17 November 2017) - then the "misrepresentation" on our statements for "waste management" fees would be classified as fraud.
