Thousands of innocent stray animals are being tortured to death in Romania. Although funds have been issued from the European Union in the past to help control the stray population through nonlethal means, these fund have been misappropriated and not used for their intended purpose.
As a result the Romanian government has chosen to let thing explode to epidemic proportions and now started to massacre these animals, often under the most brutal of circumstances.

Dear Madams and Sirs,
The situation in Romania is appalling. Thousands of innocent stray animals are being brutally tortured and massacred. This shows a wanton disrespect for life and suffering as well as an abuse of funds and power. The European Union, until now, has seemed to choose to ignore the misuse of funds provided to Romanian officials for animal welfare. This must stop.
All appeals, be they formal or informal, are ignored by the Romanian government. It seems the only way to get any reaction is to stop all European aid to Romania until they comply with the existing doctrines prescribed by the Treaty of Lisbon and show respect for the Treaty of Amsterdam.
Has the European Union become so complacent that they simply stand by and refuse to take affirmative and hard actions against a member state that openly refuses to comply with existing regulations? Do they condone a wanton disrespect for life and obvious enjoyment on the brutal execution of animals? Do they ignore the fact that Romanian officials have received funds from the European Union to help control the population of stray animals in a nonlethal manner, but have misused these funds?
Does this not violate laws and regulations against corruption and misappropriation? What is happening there openly shows a barbaric society in action. How can such a society be viewed as or accepted as a member of the European Union?
We, the undersigned, request that the European Union take immediate action against Romania until this brutal action stops. All financial aid should be immediately withheld and sanctions initiated. This is the only action that the government of Romania will understand and would be the only effective means to stop this barbaric cruelty occurring there. By doing so the government of Romania would be forced to immediately stop such action and must then also create laws to prevent such cruelty from occurring in the future.
Any civilized culture, of which we sincerely hope the European Union considers itself, cannot tolerate such cruelty against any form of life, in any manner or form.
