The Coeur d Alene Airport Association, along with other pilots, friends of the airport and businesses are extremely dissatisfied with the current airport manager, Mr Steven Kjergaard. After seeking change through the proper channels (The Kootenai County Board of Commissioners) with no response, we are asking fellow pilots, businesses and community, to join us in calling for the immediate replacement of KCOE manager Mr Steven Kjergaard. An interim manager should be hired to allow ample time to find a suitable permanent replacement.

We are writing to express our dissatisfaction with the new airport director that you have hired. Steven Kjergaard is the airport manager at KCOE. His management decisions and projects have created a "user hostile environment" for anyone who owns a hangar or airplane. His decisions and actions have driven up hangar rental rates and operating costs for owners and pilots. Our dissatisfaction is based on the following issues:

1) Pilot and Hangar Owner surveys conducted by the CDA Airport Association reported a 90% negative opinion of this new airport manager. These survey forms were delivered to each Kootenai County Commissioner.

2) The airport manager is implementing a plan to restrict access to the airport with a new security gate card system. This is not needed because Cda airport is not a commercial air carrier or passenger terminal. The general public will be denied access to the airport that their TAX DOLLARS built.

3) The plan to decouple and shorten runway 2/20 by 1,000 feet will cost Kootenai County Taxpayers $5 million dollars and another $20 million dollars to relocate building structures. This project will do very little to improve safety, is not required under FAA rules and will cause significant operational difficulties to large and small aircraft, especially for heavier jet aircraft that need a long runway. 4) Many examples like this have been reported to the Kootenai County Commissioners and there are two pending lawsuits filed against the airport manager. The Commissioners hired Steven Kjergaard and they are responsible for his actions.

This petition is to urge the Kootenai County Commissioners to replace Steven Kjergaard with someone who knows how to run the airport and has good people skills. Mr. Kjergaard is not a good manager or a good fit for our airport.
