Background (Preamble):
Deseo expresar mi profunda preocupación por el proyecto de ley número 17.383 “Rectificación de Límites del Parque Nacional Marino Las Baulas y creación del Refugio Nacional de Vida Silvestre Las Baulas de Propiedad Mixta”.
De aprobarse dicho proyecto, causaría un grave daño a la población de tortugas baula que allí se reproduce. Reduciría aún más su ya de por si insuficiente área de amortiguamiento además de desencadenar el desmantelamiento del sistema de parques nacionales de Costa Rica.

If approved, this law would cause a great damage on leatherback turtle populations which reproduce there. It would reduce the already insufficient protected surrounding area, on top of dismantling Costa Rica's national park system.

Rogamos a los señores diputados rechazar el proyecto de ley 17.383 y archivarlo. Más bien, unámonos todos para exigir avalúos realistas de las tierras para expropiar, de una vez por todas, el Parque Nacional Marino Las Baulas de Guanacaste para beneficio de todos los costarricenses y no sólo unos pocos.

We ask the Costa Rican Congress to reject the law project 17383 and archive it. Instead, lets unite to demand realistic land appraisals to expropriate, once and for all, the National Park Las Baulas of Guanacaste to benefit all Costa Rican people and not just a few.
