Re: Baldwin Hills Oil Field Community Standards District (CSD)
In 1963 the failure of the Baldwin Hills reservoir took five lives and destroyed 277 homes. This disaster resulted from subsidence caused by exploitation of the Inglewood /Baldwin Hills Oil Field. PXP claims oil operations are now being conducted in a manner that avoids further subsidence, but there are independent experts who disagree and recommend careful study of the actual oil field to determine if expanding oil operations would be safe HERE.
Catastrophic events have happened in geologically similar oil fields in Texas and Kansas and these inherent hazards of oil drilling cannot be mitigated. PXP is currently not adequately insured to protect workers, our school children in 45 nearby schools, and over one million residents in the surrounding area. WHY? Who pays if there is a disaster? YOU, the taxpayer. If it’s not safe enough to be adequately insured, it’s not safe enough for our families!
PXP wrote, entirely on its own, an initial draft CSD and the Environmental Impact Report (EIR) was solely done on this document of proposed policies. But NO study of the land/oil field itself has been done, no baseline data provided and PXP refuses to turn over important geological data on this field.
We, the undersigned concerned citizens and residents of Los Angeles County, demand that the County Board of Supervisors assure our health, safety and property values by:
1) requiring a full, comprehensive and independent study (EIR) of the actual oil field/land with all appropriate agencies providing data and comments BEFORE adopting ANY policy, ordinance/CSD related to oil and gas operations in the Baldwin Hills Oil Field;
2) that PXP be adequately insured for a catastrophic earthquake/subsidence/toxic cloud/explosive failure of the Baldwin Hills Oil Field and;
3) to solicit a pledge from DOGGR not to permit any new wells until this CSD is resolved.
