Montgomery County (Maryland) Public Schools (MCPS) announced in its 2008 budget that it would close or phase out secondary school learning centers for children with special education needs, one of the Gifted and Talented/Learning Disabled (GT/LD) programs, and other related programs. These decisions were made without including either parents or school personnel in its decision-making process.
We strongly oppose forcing parents to place students in these programs, but insist that they remain open to serve the students who can only succeed in a smaller class setting... Besides limiting our children's educational options and reflecting an unconscionable lack of thought, preparation, and discussion, this action violates Federal Law - I.D.E.A. 2006 Federal Register, BOE Policy - DBA Budget Preparation and Procedures, and BOE Policy - ABA Community Involvement.
WE, THE UNDERSIGNED, oppose Superintendent Jerry Weast's proposed plan to discontinue the Secondary Learning Centers, and request that the Montgomery County Board of Education (MCBOE) remove the decision from the FY 2008 Montgomery County Public Schools (MCPS) Operating Budget Process, and instead consider a special education improvement plan that does not involve closing the secondary learning centers and must be developed with input from parents and other community members, **as required by MCBOE policy.**
