To residents and visitors of Rostraver Township / Cedar Creek Park / Cedar Creek Gorge / Concord / Old Concord School / Yough River Bicycle Trail / Yough River.
Municipal Drive, the road to Cedar Creek Park, will be rerouted as a result of the new 110 acre industrial park known as CONCORD POINTE. New traffic consisting of heavy/medium commercial trucks, hauling industrial materials, will be destined for 30 warehouse facilities and other retail businesses. Logistically, the new section of Municipal Drive should connect directly to Route 51.
HOWEVER, the developer and township officials plan to connect the new section of road to Concord Lane. As a result, heavy trucks and industrial vehicles will be forced to travel on Concord Lane through a residential neighborhood. All neighborhood streets will be affected by new traffic. Property values and quality of life will be negatively impacted.
It is recognized that the existing intersection of Concord Lane and Route 51 at the C. Harper Ford traffic light does not meet PennDOT standards. The newly rerouted Municipal Drive should be planned and constructed to correct the flawed intersection.
We, the undersigned, call on the Rostraver Township Commissioners to require the properly-planned, direct-connection of Municipal Drive to Route 51, eliminating all heavy/medium commercial truck traffic on Concord Lane.
Proper planning and construction shall consist of meeting PennDOT Chapter 441, ACCESS TO AND OCCUPANCY OF HIGHWAYS BY DRIVEWAYS AND LOCAL ROADS as well as any other law, regulation, or ordinance pertaining to road construction, storm water, drainage, erosion, signage, traffic signals, intersections, pedestrian traffic, weight limits, noise pollution, light pollution, water pollution, air pollution, land pollution, thermal pollution, and visual pollution.
