A petition to the UN calling for an immediate cease fire in Yemen and peace negotiations

As you are informed, unfortunately it’s more than 6 months that Yemen has been invaded by Saudi Arabia. While both sides claim to be the rightful one, the whole world sees women and children die every day and no righteous souls can stay and stand assaults against civilian targets (mainly women and children) or use of prohibited weapons.

Moreover, destruction of civilian sites including public facilities, water and electricity installations, communication and transportation infrastructures and etc is against the standards of international humanitarian law and the four treaties embodied in the Geneva Convention. How can all these destructions, damages and displacements of civilians be justified for sustaining one’s power? Isn’t it enough for the UN to see more than six thousand people killed and millions of people displaced, in order to intervene?

Now after 6 months of war and bloodshed, the facts show that the current warfare would never bring back peace and security to the region. It would impregnate the area with more battles and carnages; the proof of which is Al-Qaeda and other terrorist groups gaining power in some of the cities.

The status of people in the cities whose vital facilities have been destroyed is so critical that UN committees have reported that: people are deprived of some basic facilities like safe drinking water; the hospitals are demolished; medicine is scarce to find and communicable deceases may spread out any moment. How can the UN keep a blind eye on massacre of thousands of women and children? Who is responsible of such silent carnage? Which of the sides would take responsibility of this bloodshed?

Inhumane acts have taken place in Yemen while UN and its Security Council have not launched any serious action to stop the war. In such situation we cannot rely only on expressing concern and condemnation.

Now that fortunately the UN proceeds towards constructive dialogues, the signatories of this petition – who do not judge any of the parties and are worried just for the oppressed women and children killed unjustly - brief their requests from your Excellency as follows:

Organize an impartial and independent committee to investigate the critical situation of Yemen and instantly aid the oppressed Yemenis;

Issue a new neutral resolution in UN Security Council or at least in UN General Assembly asking all sides of the war to:

1- Immediately sign ceasefire agreement and get to the negotiating table without insisting on any UN resolution, law or non-constructive preconditions;

2- Accept the results of a free election held under the supervision of the United Nations -according to the fact that just a nation can decide for its own fate
It is noteworthy that the results of UN peaceful solutions for this crisis, can increase hopes for effective UN involvement in other cases (i.e., Syria and Iraq).

متن درخواست از سازمان ملل برای تلاش جهت توقف هرچه سریعتر جنگ یمن و شروع مذاکرات سازنده

با سلام و احترام
همانطور که مستحضر هستید، متأسفانه ، بیش از شش ماه از حمله عربستان به یمن می گذرد. متاسفانه در حالی که هر کدام از طرفین خود را محق می دانند، روزانه در مقابل چشم جهانیان شاهد کشتار زنان و کودکان بی گناه می باشیم، در این میان هیچ وجدان آزاده ای مجوز حملات علیه اهداف غیرنظامی و استفاده از سلاح های ممنوعه علیه مردم عادی (به خصوص زنان و کودکان) را نمی دهد . همچنین تخریب گسترده تأسیسات غیرنظامی از قبیل اماکن عمومی و تأسیسات آب و برق و زیرساخت های ارتباطی و مواصلاتی، بر طبق موازین حقوق بین‌الملل بشردوستانه و کنوانسیون های چهارگانه ژنو ممنوع می باشد. آیا برای حفظ یک دولت، این همه تخریب، خسارت، آوراگی و بی خانمان کردن ساکنان غیرنظامی توجیه دارد؟ آیا بیش از شش هزار کشته و ده ها هزار زحمی و ملیونها نفر آواره برای حساس شدن سازمان ملل کفایت نمی کند؟
هم اکنون بعد از گذشت شش ماه جنگ و خون ریزی واقعیتها نشان داده است که وضعیت جنگ کنونی نه تنها صلح و امنیت را به منطقه باز نمی گرداند، بلکه آن را آبستن جنگ و خونریزی می کند. که نمونه آن قدرت گرفتن گروه های تروریسی همچون القاعده در برخی شهرها می باشد.
اوضاع وخیم مردم به خصوص در شهرهایی که با قطع تمامی امکانات حیاتی مواجه شده اند، به نحوی است که به گزارش کمیته های سازمان ملل، مردم از تهیه اولیه ترین امکانات حیاتی خود از جمله آب شرب سالم محروم شده اند، بیمارستان ها تخریب شده و برخی داروهای حیاتی به شدت کمیاب شده است و هر لحظه احتمال بروز بیماری های فراگیر وجود دارد. آیا سازمان ملل می تواند همچنان چشم خود را بر روی قتل و عام ملیونها زن و فرزند بی گناه ببندد؟ چه کسی مسئول این قتل و عامل خاموش است؟ آیا هیچ کدام از طرفهای نظامی مسئولیت این خونها را می پذیرند؟ اقدامات غیرانسانی صورت گرفته در یمن در حالی روی می دهد که متاسفانه سازمان ملل از جمله شورای امنیت، اقدام جدی را برای توقف جنگ در مقام عمل پیاده نکرده اند. لذا در شرایط کنونی نمی توان تنها به اقداماتی مانند ابراز نگرانی یا محکوم کردن اکتفا کرد.
حال که خوشبختانه سازمان ملل به طور جدی تر به دنبال برقراری گفتگوی سازنده است، امضا کنندگان این درخواست که قصد قضاوت در خصوص هیچ کدام از طرفین را نداشته و تنها و تنها نگران زنان و کودکان مظلومی هستند که به ناحق کشته می شوند، درخواست خود را از جناب عالی اینگونه مطرح می کنند:
هر چه سریعتر کمیته ای مستقل و بی طرف جهت بررسی اوضاع وخیم یمن و نیز کمک رسانی فوری به مردم مظلوم یمن ، تشکیل دهید
با صدور یک قطعنامه جدید بی طرفانه در شورای امنیت سازمان ملل و یا حداقل در مجمع عمومی سازمان ملل از تمامی طرفهای جنگ بخواهید که:
1- هر چه سریع تر، آتش بس کامل را امضا کرده و بدون اصرار بر هر قانون و یا قطعنامه سازمان ملل و یا هر قید و شرط غیر سازنده ای، بر سر میز مذاکره حاضر شوند.
2- با توجه به اینکه سرنوشت هر ملتی را خود آن ملت باید رقم بزند، همه گروه ها ملزم به پذیرش نتیجه یک انتخابات آزاد که تحت نظارت سازمان ملل برگزار میگردد، باشند.
قابل ذکر است که نتیجه اقدامات سازمان ملل در خصوص حل مسالمت آمیز این بحران، می تواند امیدها را به امکان نقش آفرینی موثر سازمان ملل در دیگر موارد از جمله سوریه و عراق نیز افزایش دهد.
