ΝΑ ΚΑΤΑΡΓΗΘΕΙ ΤΟ ΧΑΡΑΤΣΙ ΣΤΟ ΡΕΥΜΑ (Ε.Ε.Τ.Η.Δ.Ε.) & ΣΤΗΝ ΕΦΟΡΙΑ

ΠΡΟΣ: TON ΓΕΝΙΚΟ ΓΡΑΜΜΑΤΕΑ ΤΟΥ ΟΡΓΑΝΙΣΜΟΥ ΗΝΩΜΕΝΩΝ ΕΘΝΩΝ

ΚΟΙΝΟΠΟΙΗΣΕΙΣ:

ΣΤΟΝ ΠΡΟΕΔΡΟ & ΣΤΑ ΜΕΛΗ ΤΟΥ ΕΥΡΩΠΑΪΚΟΥ ΚΟΙΝΟΒΟΥΛΙΟΥ

ΣΤΟΝ ΕΠΙΤΡΟΠΟ ΕΝΕΡΓΕΙΑΣ ΤΗΣ ΕΥΡΩΠΑΙΚΗΣ ΕΝΩΣΗΣ

Εμείς οι κάτωθι υπογεγραμμένοι,

ΖΗΤΟΥΜΕ ΝΑ ΚΑΤΑΡΓΗΘΕΙ ΤΟ ΧΑΡΑΤΣΙ ΣΤΟ ΡΕΥΜΑ & ΣΤΗΝ ΕΦΟΡΙΑ (Ε.Ε.Τ.Η.Δ.Ε.):

1). Το Έκτακτο Ειδικό Τέλος Ηλεκτροδοτούμενων Δομημένων Επιφανειών (Ε.Ε.Τ.Η.Δ.Ε.) κοινώς γνωστό ως «χαράτσι» είναι άδικο και απάνθρωπο και απειλεί τον αφανισμό των πολιτών της Ελλάδας με τις ιδιοκτησίες τους κατασχεμένες από το κράτος, το οποίο παραβιάζει κατ' εξακολούθηση συνταγματικά κατοχυρωμένα δικαιώματά τους.

2). Το Ε.Ε.Τ.Η.Δ.Ε. δεν είναι έκτακτο. Το Ε.Ε.Τ.Η.Δ.Ε. έρχεται σε συνέχεια άλλων «έκτακτων» φόρων που επιβλήθηκαν τα τελευταία χρόνια για τον ίδιο λόγο (ακίνητη περιουσία) και κανείς δεν μπορεί να μας βεβαιώσει πως δεν θα συνεχίσει να μας ζητείται κάθε χρόνο με ενδεχομένως άλλο τίτλο.

3). Το Ε.Ε.Τ.Η.Δ.Ε. είναι αντισυνταγματικό γιατί προσβάλλει την κατοχύρωση της προστασίας του Δικαιώματος της Ιδιοκτησίας / Στέγης που εγγυώνται και το Ελλ. Σύνταγμα και η Ευρωπαϊκή Σύμβαση των Δικαιωμάτων του Ανθρώπου.

4). Το Ε.Ε.Τ.Η.Δ.Ε. είναι απάνθρωπο γιατί επιβάλλεται εκβιαστικά μέσω των λογαριασμών παροχής ρεύματος με την απειλή διακοπής του σε περίπτωση μη πληρωμής του.

5). Το Ε.Ε.Τ.Η.Δ.Ε. είναι αντισυνταγματικό γιατί είναι επιπλέον φόρος που επιβάλλεται να πληρώσουμε για την ακίνητη περιουσία μας χωρίς να υπολογίζεται σε αναλογία με την οικονομική μας κατάσταση, η οποία για μεγάλο αριθμό πολιτών είναι κάκιστη [Ελληνικό Σύνταγμα (EΣ) άρθρο 78, παρ. 2, άρθρο 5, παρ.10, άρθρο 4 παρ. 2, άρθρο 36 παρ. 1]. Κατά μέσο όρο για ένα σπίτι 100 τ.μ. ο ιδιοκτήτης καλείται να πληρώσει επιπλέον 1.000,00 €/το χρόνο!

6). Το Ε.Ε.Τ.Η.Δ.Ε. δεν είναι τέλος γιατί δεν είναι ανταποδοτικό και μας ζητείται από μία κυβέρνηση, η οποία μή έχοντας εφαρμόσει το προεκλογικό πρόγραμμά της, δεν εκπροσωπεί τους Έλληνες Πολίτες επιπλέον ο νυν πρωθυπουργός δεν έχει εκλεγεί από τους πολίτες (ΕΣ άρθρο 1, παρ. 2. Αρχή της Λαϊκής Κυριαρχίας).

7). Το Ε.Ε.Τ.Η.Δ.Ε. είναι αντισυνταγματικό και απάνθρωπο καθότι ο σοβαρότατος εκβιασμός, στον οποίο λόγω αυτού υποκείμεθα ως κάτοικοι της Ελλάδας έρχεται σε αντίθεση με το άρθρο 2 του Ελ. Συντάγματος: «ο σεβασμός και η προστασία της αξίας του Ανθρώπου αποτελούν την πρωταρχική υποχρέωση της πολιτείας» και με τους κανόνες του διεθνούς δικαίου.

Αξιότιμε κύριε Γενικέ Γραμματέα για τους ως άνω λόγους ζητούμε την κατάργηση του άδικου, αντισυνταγματικού, εκβιαστικού και απάνθρωπου Ε.Ε.Τ.Η.Δ.Ε.

We the undersigned,

REQUIRE THE NEW PROPERTY TAX
THROUGH THE ELECTRICITY BILLS TO BE CANCELLED

1). The new property tax through the electricity bills in Greece (commonly known as poll tax) is unfair and anti-humanistic and probably will cause the greek citizens' suppression with their properties attached by a state that is violating repeatedly their constitutional rights.

2). This new property tax is not emergent. It came after other "emergent" property taxes that were imposed to the citizens living in Greece almost consecutively the last years and nobody can assure us that this new tax will not be imposed next year as well under another title.

3). This tax is unconstitutional because it appeals against the consolidation of the protection of our right to Housing / Property that is guarantied by the Greek Constitution and the European Human Rights Convention.

4). This tax is anti-humanistic because it is imposed extortionately through the electricity bills with the threat of cutting to us the use of electricity if we will not pay it.

5). This tax is unconstitutional because it is another property tax imposed to us without taking into consideration our potentiality of paying it. Ιt is impossible for a huge number of families to afford to pay it. Practically, this tax means that an average household of, say, three bedrooms (approx. 100 sq m.) would have to pay an additional tax of 1,000 euros annually.

6). This new property tax is not reciprocal and is demanded as such by a government that won the elections (october 2009) with a program that has not implemented. This government is not representing the greek citizens additionally the current prime minister has not been elected by the people (Greek Constitution article 1, 2nd par. "Popular sovereignty is the foundation of government").

7). This new property tax is unconstitutional and anti-humanistic. It is a serious extortion under which are all citizens living in Greece and it is against the second article of the Greek Constitution: "Respect and protection of the value of the human being constitute the primary obligation of the State." and it is against the rules of the International Law.

Esteemed Secretary General (for all the above reasons) we require the cancelation of the unfair, unconstitutional, extortionate and anti-humanistic new property tax through the electricity bills (4021/2011 article 53).
