Petition Against the Appointment of the VP of Pfizer Canada to CIHR Governing Council / Pétition contre la nomination du vice-président de Pfizer Canada au conseil d'administration des IRSC

In October 2009, Dr. Bernard Prigent, Vice President and Medical Director of Pfizer Canada was appointed to the Governing Council of the Canadian Institutes of Health Research (CIHR). The CIHR Governing Council is responsible for setting the policy, directions, and strategies for publicly funded health research in Canada. This appointment is indefensible.

CIHR has a mandate to promote, assist and undertake research that meets the highest international scientific standards of excellence and ethics. Pfizer has a well-documented history of transgressions against the integrity of science. It has been widely reported that since 2002 it has paid four substantial fines (the last being $2.3 billion) for legal/ethical violations. It is both empirically and symbolically troublesome that an official of a company renowned for its egregious behaviour would be honoured with an appointment to the CIHR Governing Council.

CIHR also has a mandate to facilitate the commercialization of health research and promote economic development through health research. Until now, this mandate has been met by including members of the business sector (but not the pharmaceutical industry) on Governing Council and by consulting with the pharmaceutical industry on an as-needed basis. This approach has allowed CIHR to access the expertise needed without embracing unmanageable conflicts of interest at its governance table – frequently, the interests of the pharmaceutical industry are not and cannot be aligned with the interests of the public. The appointment of any individual who is an active member of a pharmaceutical company therefore cannot be justified by reference to the commercialization mandate.

En octobre 2009, Dr. Bernard Prigent, vice-président et directeur médical de Pfizer Canada a été nommé au conseil d'administration des Instituts de recherche en santé du Canada (IRSC). Le conseil d'administration des IRSC est responsable d'établir l'orientation stratégique générale concernant la recherche en santé financée publiquement au Canada. Cette nomination est injustifiable.

Les IRSC ont le mandat d'entreprendre, de promouvoir, et d'assister à la création de nouvelles connaissances selon les plus hautes normes internationales reconnues d'excellence scientifique et d'éthique. Pfizer possède une lourde histoire de transgressions de l'intégrité de la recherche scientifique. Depuis 2002, la firme a dû par exemple payer plusieurs amendes pour violations des règles éthiques et légales, dont une amende récente de $2.3 milliard. Nous considérons troublants le geste et le symbole d'honorer un exécutif d'une firme reconnue pour ses actions litigieuses en l'intégrant au conseil d'administration des IRSC.

Les IRSC ont aussi le mandat de faciliter la commercialisation de la recherche en santé et de promouvoir le développement économique par la recherche en santé. Jusqu'à présent, ce mandat était rempli entre autres en incluant des gens de la communauté d'affaires (mais pas de l'industrie pharmaceutique) exempts de conflits d'intérêt évident sur le conseil d'administration et par des consultations avec l'industrie pharmaceutique selon les besoins. Cette approche a permis aux IRSC d'accéder à l'expertise nécessaire sans sombrer dans des conflits d'intérêt intenables au sein du conseil d'administration puisque, souvent, les intérêts de l'industrie pharmaceutique ne sont pas compatibles avec ceux du public. La nomination d'un individu qui est un membre actif d'une firme pharmaceutique ne peut donc pas être justifiée en référence au mandat de la commercialisation de la recherche par les IRSC.
