寂静园林“从零出发”，从每月偿还寂静园林的土地债务、建筑施设的支付，甚至今日周全的设施，全赖于十方信众的布施。众所周知，寂静园林秉持以下三大理念依法行持，使僧信皆得受益：

• 人间之佛陀，勤说涅槃道，依法摄僧信，最佳模范师。
• 正法八正道，学佛唯一道，闻法随法行，趋向涅槃道。
• 重视僧教育，实践涅槃道，僧信善互动，僧证即法在。

然，自2006年至今，寂静园林已关闭近三年了。虽仍有僧众住持，却每日大门深锁，昔日一切人天欢喜赞叹的公开弘法活动、会讯及网站皆随之音消迹灭。如今寂静园林亦不复昔日祥和寂静，信众布施的部分资产已被变卖，实有违十方信众所托。寂静园林名下的一处地段亦已出售，而其脱售金额却去向不明。此种种变更不但没有正式的公布，更未向会员、布施者交代。

请愿书的诉求为护法居士对寂静园林的展望，更是护法居士深切的期盼与意愿，旨在希望寂静园林能再重新开放、续转法轮、弘扬佛法。

总结：
(i) 寂静园林资产为十方信众所布施，理应回归十方信众
(ii) 以目前的状况，为了避免再有任何寂静园林资产的变卖，所有的基金及财产应被冻结以维护布施者的权益。

请愿书四点诉求:
（一）禁止现有的寂静园林理事与合法会员变卖园林任何资产
（二）寂静园林资产、账目记录透明化，公布于所有布施者
（三）重新开放寂静园林，让大众能继续闻法、供僧
（四）让自愿发心成为寂静园林会员的大众注册为合法会员

寂静园林目前的状况：

i. 寂静园林理事会已改选、园林委托人也已易名、园林的三个银行户口已关闭，而第四个户口（Maybank MNMC 5120 2632 2262）的签名权已交予新的主席、财政与秘书。而此新任的主席、财政与秘书，即为现寂静园林的常住僧众中的三位比丘。

ii. 信众布施的旧寂静林地段已于2007年9月被转卖，脱售金额（约马币220多千）去向不明。此种种变更没有正式的公布，更没有向会员、布施者交代。

iii. 目前寂静园林没有任何公开供僧、弘法活动。

iv. 目前寂静园林比丘只允许少数信徒进入寂静园，不允许其他居士进入，甚至以种种方式避免（禁止）其他居士跟随被允许的信徒进入寂静园。

From the very beginning till to date, the acquisition of Malaysia Nibbana Meditation Centre (MNMC) (consist of Nibbana Vihara & Nibbanarama) landed property, fixed assets, monthly maintenance of the facilities are solely raised from the devotees' donation from all walks of life. As it is well known that the below three (3) main principles have been strictly adhered in order to practice according to the wholesome teachings:

• The Buddha as Supreme, who diligently preaches the path of Nibbana, who strengthens faith in both Sangha and lay devotees with the Dhamma, is our supreme living example and teacher.

• The Noble Eightfold Path as the right Dhamma, our only way of Dhamma practices, by acting according to the Dhamma preaching and thus strive towards Nibbana.

• The Value the Sangha education as the proper support of Sangha, who practices the path leading towards Nibbana, by building up right interaction between the Sangha and lay supporters, as the attainment of Sangha sustains the Dhamma.

However, since year 2006, MNMC had been denying access to all rightful Buddhist devotees for almost three (3) years. Although there are monks around, the door remains close. Previous precious Dhamma preaching, newsletter and website for Buddhist devotees have also been stopped. The atmosphere at Nibbana Vihara and Nibbanarama are never the same as before. Part of MNMC assets were sold without any public notice and this has seriously breached the trust of devotees. A piece of landed property under MNMC had also been sold, yet whereabouts of the sales money is unknown.

Four demands of this Petition are the hope of donor laities and devotees toward MNMC, request MNMC to be re opened so that Dhama Cakara can be continued.

Conclusion:

(i) The assets of MNMC were accumulated through public donation and should be returned to them for the public benefits.

(ii) Considering the current situation, to avoid further assets of MNMC being sold, all MNMC properties should be prevented from disposal pending an amicable solution.

Four Demands of the Petition:

1. Prohibit the current MNMC committee and members to sell any assets of MNMC.
2. Records of MNMC assets and accounts to be transparent for public scrutiny.
3. Reopen MNMC for public's participation in activities as well as offerings to monks.
4. Allow devotees keen to contribute to join MNMC as official members.

MNMC Current Situation:

i. MNMC committee had been re-elected, property trustee had been renamed, and three bank accounts of MNMC had been closed whist the authorized signatories for the fourth bank account (Maybank MNMC account number 5120 2632 2262) had been amended to the new Chairman, Treasurer and Secretary, and these positions are now being held by 3 current MNMC monks.

ii. The previous Nibbanarama (forest land located Sri Jaya, Maran district, Pahang) had been sold off in Sept 2007, the safe keeping of the monies obtained from the sale (more than RM 220K) remain unknown. All of the above changes had never been announced in public formally even the rightful donors and members were not acknowledged.

iii. At present, MNMC remains close. It does not have public activities nor any offerings for monks.

iv. At present, MNMC monks only allow a small group of “confidants" (trusted members who take their sides and support their current views) to enter the monastery. The resident monks denied public access to enter Nibbana Vihara. Furthermore, actions had been taken to forbid other laities from following the “confidants" to enter Nibbana Vihara.
